Karnataka's registered electorate has contracted sharply after election authorities purged more than 99.32 lakh names during the state's Special Intensive Revision (SIR) exercise. The final electoral list, officially published on October 27, reduced the state's total registered voter base to 4,55,00,011, down from 5,54,32,314 prior to the verification drive.
According to official documentation reviewed by The Hindu, the verification drive involved extensive door-to-door enumeration by Booth Level Officers (BLOs), which began in earnest earlier in the year. The purge aims to eliminate duplicate entries, deceased individuals, and voters who have permanently migrated away from their listed constituencies.

The Arithmetic Behind the Net Revision
During the initial draft stage of the revision, the roll experienced an even steeper decline, tumbling to 4.46 crore after over 1.07 crore names were tentatively removed. Between the draft stage and the final publication on October 27, the Chief Electoral Officer's (CEO) machinery logged a net addition of 8.19 lakh electors.
However, that late influx barely mitigated the overall contraction. Despite the 8.19 lakh additions, the net deficit remains at approximately 99.32 lakh voters relative to the pre-revision roll. Furthermore, the CEO's office has not provided a disaggregated breakdown clarifying how many of the 8.19 lakh additions represent previously disenfranchised individuals who successfully corrected erroneous deletions versus newly eligible first-time electors reaching voting age.
| Roll Revision Stage | Registered Voters | Net Change from Pre-SIR Baseline |
|---|---|---|
| Pre-SIR Benchmark | 5,54,32,314 | Baseline |
| Draft Roll Publication | ~4,46,00,000 | -1,07,00,000 (Deletions) |
| Post-Claim Net Additions | 8,19,000 added | +8,19,000 (Claims admitted) |
| Final Published Roll (Oct 27) | 4,55,00,011 | -99,32,303 (Net reduction) |
Population Ratios and Unaccounted Discrepancies
Addressing the scale of the revision, Karnataka Chief Electoral Officer V. Anbu Kumar pointed to demographic projections to validate the final roll size. Drawing on data from the National Commission on Population under the Ministry of Health and Family Welfare, Kumar noted that Karnataka's projected population stands at roughly 6.87 crore.
With 4.54 crore general electors recorded on the roll, the state's elector-to-population ratio now stands at 66.11%, squarely within the Election Commission of India's recommended demographic corridor of 60% to 70%.
Nonetheless, election transparency advocates point out that the figures leave a demographic spread of approximately 2.33 crore unaccounted for between the macro population and registered electors. Official releases have yet to detail how this balance splits between citizens under the age of 18, non-citizen residents, and potentially omitted eligible voters.
Accessing the Updated Rolls
Electors across Karnataka's Assembly constituencies can verify their registration status through the official portal of the Chief Electoral Officer of Karnataka. The final lists provide ward-by-ward and polling-station-level rosters following claims and objections processed throughout September and October.
