GENEVA — The World Health Organization has established a new collaborating centre dedicated to advancing research on public health and social measures deployed during health emergencies, according to an announcement from the global health agency.
The initiative is designed to strengthen the evidence base behind non-pharmaceutical interventions and institutional policies implemented to curb disease transmission and protect communities during acute crises. By partnering with specialized institutions, the agency aims to assess how community-wide protocols operate in practice when standard medical countermeasures are limited or unavailable.
Strengthening Non-Pharmaceutical Interventions
Public health and social measures—which typically include actions such as travel guidance, physical distancing protocols, gathering limits, masking, and institutional closures—serve as frontline tools in controlling outbreaks. The new collaborating centre will focus on evaluating the efficacy, unintended consequences, and overall implementation dynamics of these interventions across varied demographic and geographic settings.
According to the World Health Organization, establishing designated centres of research excellence allows the agency to draw upon specialized technical expertise. These partner institutions assist the organization by carrying out scientific investigations, developing standardized analytical frameworks, and synthesizing data gathered from international responses to prior and emerging biological threats.
Advancing Evidence-Based Emergency Frameworks
During large-scale emergencies, governments often face complex decisions regarding how and when to enact restrictive measures without causing disproportionate social or economic disruption. The research generated through the newly launched centre will support the creation of rigorous, data-driven guidance intended to help decision-makers balance intervention efficacy with community well-being.
The centre will operate within the broader network of WHO collaborating centres, which are designated institutions such as universities, laboratories, and research institutes that support the United Nations agency's strategic mandates and scientific priorities worldwide.
