The Kerala government is exploring the creation of an independent Academic Election Commission to regulate and modernize student union elections across state campuses, Higher Education Minister Roji M. John informed the Legislative Assembly on Tuesday.
Responding to an Assembly submission raised by MLA Uma Thomas, John affirmed that while the state administration strongly defends students' democratic rights to organize and protest, rising instances of campus misconduct necessitate structured institutional oversight. The government intends to preserve historical student political traditions while curbing toxic rivalries and violent clashes that disrupt higher education institutions.
Curbing Campus Violence Without Stifling Dissent
According to proceedings detailed by The Hindu's Assembly coverage, John underlined that student politics in Kerala dates back to the Indian independence struggle, serving as a historic pipeline for public leadership and constitutional awareness.
However, the Minister noted that student unions in several colleges have strayed into disruptive practices that harm the academic ecosystem. Under the current roadmap, the prospective Academic Election Commission would establish unified polling guidelines, clear dispute-resolution protocols, and binding conduct rules across state-run and affiliated collegiate institutions.
Parallel Safety Framework: Apps and Anti-Ragging Legislation
To complement election restructuring, the Higher Education Department is deploying targeted student protection mechanisms announced in the state budget and its priority 100-day agenda.
Key among these initiatives is the rollout of the Sidharthan Student Distress App, engineered to provide vulnerable undergraduates with immediate reporting channels for intimidation or harassment. Furthermore, the legislative agenda includes the upcoming Sidharthan Anti-Ragging and Student Welfare Act, designed to codify stringent consequences for ragging and systemic harassment on campus grounds.
| Campus Reform Measure | Institutional Objective | Current Status |
|---|---|---|
| Academic Election Commission | Standardize college union polls and limit electoral friction | Under active consideration |
| Sidharthan Student Distress App | Provide direct, confidential reporting for student distress | Part of state 100-day action plan |
| Sidharthan Anti-Ragging Act | Legally mandate zero-tolerance penalties for campus harassment | Proposed statutory framework |
| Code of Campus Engagement | Balance democratic right to protest with academic continuity | Ongoing legislative evaluation |
Balancing Democratic Culture and Academic Stability
The Minister stressed that the government has no intention of prohibiting campus politics or muzzling student speech, countering sporadic calls for outright political bans inside colleges. Instead, authorities plan to introduce boundaries that separate legitimate democratic expression from coercive union practices.
Further stakeholder consultations involving university vice-chancellors, student outfits, and faculty representatives are expected before statutory draft guidelines for the Academic Election Commission are brought before the House.
