BEIJING — China has placed new export controls on tunnel-boring machines, equipment actively sought by India for major infrastructure developments, according to reporting by The Hindu — International.
The Chinese Commerce Ministry announced on Monday, October 19, that it was introducing export controls on tunnel-boring machines and related items and optimising and adjusting export-control measures for certain dredgers and related items. The official decision was linked directly to national security considerations, placing oversight on the transfer of advanced engineering hardware abroad.
Restrictions on Heavy Machinery
The curbs target heavy equipment critical for excavating underground pathways, which are essential for metropolitan transit systems, mountain highways, and strategic transport corridors. India has consistently sought tunnel-boring machines to support its ongoing domestic rail and border infrastructure projects.
Under the newly announced measures, shipments of these machines and their associated components will face increased regulatory barriers from Beijing. The Commerce Ministry framed the move as part of an effort to safeguard Chinese interests by tightening governance over sensitive industrial systems.
Broadened Controls on Dredgers
In addition to the tunneling equipment, the announcement covered changes to the export regime governing certain dredgers and related items. Specialized dredging vessels are integral to maritime infrastructure, port construction, and waterway management.
By adjusting the export framework for dredgers alongside tunnel-boring machines, China has signaled expanded oversight of dual-use industrial tools, according to the reporting. The policy shift requires exporters to navigate rigorous bureaucratic approvals before shipping designated equipment to overseas partners, directly affecting international buyers relying on Chinese-manufactured engineering platforms.
