BENGALURU — The Karnataka government is moving to bring all citizen services entirely online under the Sakala framework, introducing new operational guidelines designed to streamline public access and improve service delivery across the state, according to reporting by The Hindu.
The administrative initiative aims to standardize how the public interacts with government departments, ensuring that civic services are accessible digitally without requiring physical visits to administrative offices. Under the Sakala system, which was established to guarantee time-bound delivery of government services to citizens, the transition is intended to enhance accountability and process efficiency across local and state-level departments.
Kannada Forms and Digital Payments
Central to the updated mandate is a requirement for all online citizen services to provide application forms in Kannada, ensuring linguistic accessibility for residents across the state. The directives also require government departments to integrate digital payment mechanisms into their respective service portals.
By embedding digital payment gateways into the workflow, the state seeks to reduce delays associated with manual processing, in-person cash handovers, and physical verification at departmental counters. The automated financial processing will apply to standard service fees, documentation requests, and application processing charges across covered departments.
Automated Tracking via SMS and WhatsApp
To increase administrative transparency, the guidelines instruct departments to provide automated tracking and communication directly to applicants. Under the expanded framework, citizens will receive real-time updates regarding their application status through SMS and WhatsApp alerts.
These automated notifications are designed to inform applicants at every major phase of the administrative review, from initial submission and fee confirmation to internal approvals and final document issuance. The integration of messaging platforms aims to eliminate ambiguity around processing timelines, keeping applicants updated while reinforcing the statutory processing schedules established under the Sakala mission.
