New Delhi has extended an official invitation to Pakistan's Minister for National Heritage and Culture, Aurungzeb Khan Khichi, to attend the inaugural Shanghai Cooperation Organisation (SCO) Civilisational Dialogue Forum scheduled for November 20 to 22.
The high-level cultural gathering, organized jointly by the Ministry of Culture and the Ministry of External Affairs, is set to be inaugurated by Prime Minister Narendra Modi, as first reported by The Hindu. The dialogue originates from a proposal Prime Minister Modi presented during the SCO leaders' summit in Tianjin, which was subsequently adopted by the SCO Council.

High-Profile Cultural Assembly at Purana Quila
The three-day international forum will take place at New Delhi's historic Purana Quila (Old Fort). Built during the reign of Mughal Emperor Humayun, the 16th-century fortress houses extensive archaeological excavations that span nearly 3,000 years of civilization—including the Pre-Mauryan, Mauryan, Sunga, Kushana, Gupta, Post-Gupta, Rajput, Delhi Sultanate, and Mughal eras.
Invitations have been dispatched across the 10-nation Eurasian bloc, bringing together culture ministers from China, Russia, Iran, Belarus, and Central Asian republics, alongside delegations from 15 dialogue partners and observer countries.

Diplomatic Significance and Bilateral Dynamics
Should Minister Khichi accept and travel to the national capital, the visit would represent the first time an official Pakistani minister steps on Indian soil since May 2023, when then-Foreign Minister Bilawal Bhutto Zardari attended the SCO Council of Foreign Ministers meeting in Goa.
New Delhi continues to distinguish its engagement within multilateral bodies from bilateral issues. While India has frozen interactions under the South Asian Association for Regional Cooperation (SAARC) framework since 2016, citing cross-border security concerns, it remains consistently engaged within the SCO framework. As external affairs officials have reiterated, India participates in the grouping on institutional merits as an essential regional platform.
